We are seeing many reports of issues with the Decoder where it is unlocked on one or two characters, but for another character it is locked with no apparent means to unlock it since Decrypting the Darkness appears unobtainable.
We've taken a report from one player that provided extensive screenshots and have submitted it to Destiny Player Support for developer investigation.
At this point I don't have any suggestions to try and fix it because it is looking more and more like it might possibly be a glitch.

Still nothing done, cant access it with my other 2 characters.

Simply - I’m in the same boat. Deleted my Titan to change the look. No access to recaster at all. Can’t decrypt anything. My warlock and Hunter are good to go. Not the new Titan.

Similar situation here, I remade my hunter to change the look as well this season. I can access the recaster on both Warlock and Titan but not my hunter and I main Hunter. Also it tells me to meet Osiris and Crow and the War Table but when I approach it there is no way to interact with it and no quest available.

I should also mention I never even got the "Decrypting the Darkness" quest again on the hunter I remade it never appeared at the decoder or in my inventory!

Same thing happening here. 2 days ago I created a new warlock cuz I didn't like the appearance of my old one, already finished Beyond Light campaign and all of the introductory missions, with my old warlock I can access the prismatic recaster, but with the new warlock it just doesn't show any option or anything, nor any NPC gives the quest. One difference that I can recall is that it didn't trigger meeting Petra on the HELM, when the character was created it already had the wayfinder.

Will there be a patch? Two out of my three characters have this issue and with the start of a new season this isn't ideal.
