I wouldn't say they caved. They probably already planned to do that. Cuz remember, people love to bitch about having to do the raids and if they put the 3rd Seed into the raid exclusively, oh the who informed Bungie would have to put up with. I guess it doesn't matter though because the bitching already happened and now everyone just assumes it wasn't planned to begin with already.
