Hey tlr4213, No, this issue has not been fixed. Some of the Year 3 Class Items are currently bugged, and while using them you will not be able to gain progress towards this quest. Bungie is aware of this issue and they are investigating. You can get around this by using a Year 1 or 2 Faction Class Item if you have one. If not, you can also try to get the Year 2 SPEKTAR Variant from the Chroma Rank Up Package. The bugged Class Items appear to only be the ones that grant bonus Crucible Reputation. If you have one, try it out!
