Zen Meteor a strange weapon?

So it boasts high impact and low fire rate for a sniper rifle. My question is, isn't the exotic bonus a bit weird? High impact snipers are known to be used for taking out high defense/massive hp targets yet this is forcing you to kill weaker red bar enemies(in some cases weaker yellow) for it to activate. Isn't this just going against the whole point of high impact snipers? Sure I've read some arguments saying that you can shoot weaker enemies 3x to activate it and use it on the boss or something after but those 3 shots could have been shots to the boss' head resulting in much higher damage output to it making it effectively a bad idea to do this. I mean if you can pull that off in PvP then more power to ya but otherwise it seems unfit for most case scenarios.

    • It could be a weapon with higher burst dps than sustained. Sustained dps example. Black spindle. If used well, you never reload. Has alot of uptime. Burst dps. Zen meteor. If kills was hits, then the overall damage per mag would be higher. This would be useful in lets say fighting hydras. Less openings would provide less overall dps. Black spindle would lose out on max dps in a shorter time because it is meant to just keep shooting and if it keeps shooting thrn it has more effectiveness. Zen meteor would lose out on dps over a longer time because you need to reload. TL; DR Zen deals more damage in less time. Spindle deals more over a long period and keeps them staggered more.

      • Sadly it's a gimmick weapon. Completely unrealistic for pvp use, and not very practical for pve. I think it should be 3 hits to charge, not 3 kills.
