Well the bullets in Halo could and the ammo in Destiny is even better.

You realize, that's a much different scenario than this? Spartans would dodge the bullets, and possibly wouldn't even let their shields deplete. [i]If[/i] I remember correctly, this Spartans were Spartan-IIIs, which had much weaker armor.

Oh and btw a lot of armor isn't shot through nowadays it's the impact on the armor that can kill you
