Can you read?
It says, "Only drops from the most challenging strike playlist".
So that would mean [b][u]HEROIC[/u][/b]

It drops on normal will of crota strike. I got it equipped on my hunter

Sick of seeing everyone farming heroics to get these and abandoning people if it's not the one they want. I farmed the normal strikes for all the ones I wanted. Got them all within 3 runs. SAME DROP CHANCE ON ALL DIFFICULTIES

Actually, if you do read it, it says "Exotic items only drop from the most challenging..." This item is not exotic.

Under Sources, Strike it reads exactly as follows. "This item can drop as a strike reward. [u]Exotic[/u] items can only drop from the most challenging strike playlist." My reading comprehension is just fine, yours seems lacking.

Do you know the definition of exotic? Technically an item that can only come from one source (strike boss on heroic) would be considered exotic.

As it reads, only Exotics can drop from Heroic strikes. If Legendaries count as well, then Bungie needs to reword it. It is poor wording by the developer. And the Legendary strike only items can drop from mormals. I got the fusion rifle from the basic 36 version of Sunless Cell.
