There are 51 tributes. Calus says that we will surely cherish the last tribute. WHY THE CRAP WOULDN’T CAYDE HAVE ONE?!? Lol he’s one of the biggest destiny characters. There is a missing spot in the hall for an extra tribute as well. So the theory is to dig up the cayde tribute and find it: problem is that it could literally be ANYWHERE

Aren't the tributes enemies we have defeated?

Half of them are, others are just objectives Calus gives us which reward trophies, like a statue of Zavala, Mara, Ikora, Insurrection prime and etc.
