Yes. Bungie is responsible for partnering. and they are also responsible for any change made. But activision is their boss. And they have to listen or risk losing their jobs. I'd rather blame the boss in this case.

Change the job, then... Nobody is forced to do it. If you signed a contract with a devil, you know what will happen. It is pretty easy to understand.
Btw. They had eveythng in their contract about exclusives and even microtransactions...
Actually contracts kind of force you to do things. Or suffer greatly. They partnered with them because they were probably the only publisher that could back their dream financially. And while Bungie has made some pretty stupid choices on their own I feel they at least have good intentions most of the time. Something Activison never has.
