I don't see the point. Why do u need to run faster is u can throw a hammer, people complain about the as it is who would agree to make it faster and go farther. So then it's main effect is to loose health and nobody wants that.

If you can throw hammers why bother running up close Also there is a perk for more hammers and bigger explosion and that beat farther fast in my book

Forgemaster is better for PvE since more hammers means more orbs and more damage on bosses, but it's not such a big deal in Crucible. Also, this perk will prevents you from getting too close to enemies because your hammers can travel faster and farther. This means it keeps you at longer ranges instead of being too close.
