Your Titans already done Act 2, you did the Act 2 step 9 mission 'Captive Memories' on November 20th.
Your Hunter and Warlock need to complete the Prologue and Act 1 quests to access Act 2.

You've already completed the Act II: Grave Robber quest on your Titan so you can't get it again. You couldn't have done the 'Captive Memories' mission on November 20th without already having done the prerequisite steps on the Act II: Grave Robber quest. As far as your Titan is concerned you're done with Act 2 and are now waiting for Act 3 to late in the Episode.
