This is very annoying. It seems almost like they're trying to gouge me for money.

Hi there! DLC is licensed by the platforms. When you purchase a DLC, you are purchasing the license to use it on that platform. This is how DLC has worked for years and is not an issue exclusive to Destiny. Cross Save does not transfer or grant entitlements to the DLC you purchased on a different platform. If you wish to access events tied to a certain DLC, you will need to purchase it again on that platform. Destiny 2 expansions (ex: Forsaken, Shadowkeep) do not transfer between platforms with Cross Save. Destiny 2 Season Passes (ex: Season of the Undying) do move between platforms on the characters they were redeemed on[/quote]

2 RepliesDLC’s are platform specific and do not transfer with cross save. Each gaming platform(Steam, Sony, Microsoft) get royalties from game and dlc sales. Those companies would lose money if DLCs would transfer. That is why they don’t. However, If you bought a season pass on the account with active characters, then that will transfer over.

Pretty much, yeah. The platforms always have to get their cut - Sony, Microsoft, Steam, if you want to play paid content, they'll make you pay for it on their platform and not crossed over from somewhere else where they don't get a slice. Not a lot (if anything) Bungie can do about it.
