What probably happened is because of the laptop dying, it reverted to the IntelHD internal GPU. Now the game is stuck on that graphics instead of using the dedicated card. You may need to go into your graphics software and FORCE Destiny to use your AMD GPU.

that's what I'm thinking happened, but i'm not sure how to do that. the game doesn't appear in the Radeon settings menu

Check in the game itself and see if it says your graphics is in the MB region instead of the GB region. If so it is DEFINITELY using the wrong GPU.
