A solution to balance Luna's howl and Not Forgotten

I'm pretty sure we can all agree that LH and NF have been running too rampantly throughout the crucible, so I spent a little time thinking of a way to balance them without losing their viability. How about fix the Magnificent Howl perk so that precision damage is only buffed when the perk is active and not base damage, so while you can kill players in 3 head shots, you can no longer kill in 2 head and 1 body. This would truly reward skilled players who are able to land the shots while punishing those who rely too much on the last body shot to kill. The main problem I see is that the LH and NF are way too generous to players who are able to just finish with a body shot and still maintain a 0.67 TTK with a hand cannon that is 180 rpm, rendering the rest with slower fire rates powerless against it. I can barely enter a crucible match without feeling compelled to use my own so I can fairly match others who also have it, and facing Not Forgotten while barely getting 1 shot off with my Ace is very frustrating. I hope this feedback gets some attention because I want the crucible to become a better game mode. (Also reducing warcliff to 1 ammo per brick in pvp would be good, but I think I'm asking for too much)

    • I really don't want to (and I'm not) start advocating nerfs or restrictions, but for the one day I played when everyone switched to the Ikelos HC to do the Thorn quest was the most fun I've had in Quickplay since the Lunas and Not Forgotten started showing up 3 and 4 per team. On the 2nd day when more and more people started switching back, I was able to kind of sort of keep up with a Last Word and Inaugural Address. The difference really speaks for itself. Some of the "skill" in some players is the gun. I dont want Bungie to change the guns. Nothing is worse than having your hard work shit on with a nerf, and I dont want Bungie to make them any easier to get, but what should have happened was the Lunas a little more accessible and the Not Forgotten being the true end game PvP hand cannon.
