No one knows what that does yet. What you are looking for is antiquated rune. You can only get as a drop from tier 2 CoO, nightfall and the kings fall raid. Hope this helps. Good luck.

Yea. You can buy antiquated runes (t1) and stolen runes (t2) from eris. You can use t1 runes right away. You have to charge stolen runes by running t1 three times before you can present it to run t2. T3 needs antiquated rune and to be charged with 3 t2 wins.
