I just raised another ticket under help/game issues.

It seems like when they extended the season, they forgot to add to xur's calender for that loot spot. And it's just repeating the last entry on the calendar over and over, which is raid banners. Until they do something, expect nothing but banners. All the other sections on Xur seem to be random except for the menu with the harmonizers. Probably because they wanted to control how many released per season.
