Bungie did an emblem license change back in Season of the Deep. The preorder emblems are platform locked and can only be equipped on the platforms that have the preorder edition. If you do have the preorder pack addon on your current platform + account, then you need to work with your platforms support team to figure out why it isn't being recognised.
