Adept weapon intrinsic trait bug

I have my Zaouli’s Bane (Harrowed) at level 3 upgraded and I can’t equip the intrinsic traits at all.

I've got mine at level 3 and the fourth column perks are enhanced but the third column isn't. I hope bungie has a fix soon
