Can't get the Final Strand quest after getting all Strand abilities

Is there a known issue with the Final Strand quest? Just unlocked all aspects and fragments on my Warlock, but i can't get the quest to drop/ pick up! Need some help please.

Hey there, could you double check your Collections to make absolutely sure it isn't already unlocked? Exotics/Kinetic, second tab.
