The five 'Memory of...' quests are collectively called Luna's Calling, that mission is why she's flashing. They are on a weekly lockout so if you finish Memory of Sai Mota before Tuesday's reset, you'll be able to pick up the next one, Memory of Vell Tarlowe, up from her after reset.
