Unable to reset Gambit rank because my ascendant shard inventory is "full". I triple checked that I am indeed at rank 17 and that my inventory and it is only at 27/30 ascendant shards, all other rank up rewards have been acquired. I think this is because the game thinks I'm at/over the old max capacity of 10.
