Are Legendary primaries useless in high-end PvE content?

I not sure how I feel about this. I was doing some damage testing and it took a lightweight bow 10 headshots to kill a single red bar Dreg. It seems to me, we are pretty much forced to use Exotic Primaries that match our subclass and a special in the alternate slot, or just run double specials. The weapons I want to use are invalid in high-end content. Those same weapons are pretty much invalid in low-end content as well, because everyone clears ads by spamming abilities instead. So I'm stuck using 1-3 cookie cutter loadouts for a subclass in PvE to be valid. I don't have a skill issue. Just try a legendary lost sector just using legendary weapons, no abilities. It is painful! Makes me fill like grinding for legendary weapon primaries for PvE content is useless and a waste of time. Some are amazing technically, but in practice they just don't cut it. I miss the days of the before exotics got a 40% damage boost to red bars. Bungie gave Exotics a 40% buff, and adjusted the difficulty to match, which makes legendary primaries underperforming. It doesn't quite seem balanced to me. I know we are supposed to use every advantage, by using Exotics, but I think it illustrates how unbalanced it is. What do you think?

  • To be fair, exotic primaries were just as useless without the 40% buff to red bars back then. But now the game is trying to be a horde shooter instead of just a looter shooter, legendaries slows down while exotic primaries keeps going.

  • Most are, yes. There’s basically no reason not to have an exotic primary in high end content.

  • Transfiguration and Rufus's Fury can do some work in GM's with the right perks and champion mods.

  • Yes. All they do is tickle all the bullet sponges.

  • Most of them are useless, but it depends on the perk combination. Anything with double damage perks can carry its own. Doom of Chelchis for example is amazing in high tier content cuz of frenzy + explosive rounds. But without both of those perks it becomes pretty mid.

  • Most of them don’t have anything special to make them standout in higher difficulty content. However kinetic tremors is a very effective perk to use for any difficulty. Several guns can roll with it if you don’t have one with that perk yet try to get one.
