Efficient angler not progressing

I'm stuck at 0, even at 100% efficiency no fish count.

Stuck at 6. Maxed out the bar and then caught circa 25 - 30 fish... Nothing! Thought it might be a fish type thing... but caught around 6 legend at that point and they didn't register either. So what am I doing wrong?

Yeah, Ive been stuck at 3/25 for a week. I got each of the 3 I have at times where the focus bar wasn't full
