Did Bungie give Devrim's voice actor a crappy mic?
He sounds like he found an old smartphone from 2001 under his bed and recorded his voice lines on it. The actor himself is doing a good job but the audio quality is terrible.
I know he's supposed to be on the comms but so is everyone else and their audio is fine.

While everyone else is using city made comms Devrim is probably using something he cobbled together from five bombed out golden age BMW's, a street sign that was bolted onto the side of a pike as an improvised patch job, some spent bullet casings and the box his earl grey tea came in.
