It was rather clear during the Showcase that aerial movement and combat are a significant part of Strand through the Grapple ability, and I doubt it is a coincidence that Aerial Effectiveness changes were made with it on the way. I even suspect that the Elemental Capacitor Strand perk will be tied to Aerial Effectiveness.
The newer discussions about improving Aerial Effectiveness for primary weapons in Season 19, and the seemingly arbitrary addition of 80 AE to Heavy Snipers like DARCI and Whisper, have only made me more certain of this being the case. If it is their intent, Bungie needs to make sure AE is the best it can be. Otherwise, it might end up hurting Strand's reception at launch, because I don't imagine people will react well if aerial gunplay with Strand turns out to be hampered by AE's flaws.

If that's true, then the situation is even more stupid than imagined. These changes in the current sandbox are gibbering nonsense. Context would make people less angry and confused than they are. And saying that they're preparing for the situation that you've described would make them seem less stupid. Since they haven't said that and Strand isn't a secret, they're either stupid for fussing over AE or they're stupid for trying to act like they're not preparing for Strand. Either way, this is just stupid.
