Picking up Stasis Shards with the Elemental Shards Mod on does not grant ability energy. This is the case for Titan at least. It appears that the melee ability energy granted upon picking up Stasis Shards provided by Tectonic Harvest overrides the ability energy you should get from picking up the Stasis Shards that count as Elemental Wells from The Elemental Shards Mod. It should provide both, otherwise Elemental Shards is only useful for activating other Elemental Well Mods (Font of Might, Elemental Charge, Etc). Since the only way to produce Stasis Shards as a Titan is through Tectonic Harvest.
