IMO Icefall Mantle is a little under balanced. I like its beefy overshield, and I get why Bungie made sure titans are less mobile while using Overshield, but maybe we could get a much faster shield deployment time. Like twice as fast or something. Hunters have dodge, and warlocks have Icarus Dash and blink. I think it's about time Titans get a better form of evasion. I know titans have stasis slide, but that's been nerfed and it's only on stasis. I've given up on the Hope's of ever getting Twight Garrison back, so I think getting a faster Icefall Mantle animation time is perfectly reasonable and balanced. Icefall Mantle would still have more drawbacks than benefits, but I'd be much more willing to use it.
