Have you deposited some medals? That's where the catalyst quest comes from, for people who have Heir Apparant. Maybe it's the source of the quest too for people who do not.

I have deposited a few medals. A few guides online talk about the catalyst being medal RNG but the gun itself being an easy exotic quest from Eva after completing the intro.
