Xur Exotic Cipher quest not showing up the entire season
I have not been able to do Xur's cipher quest since the beginning of season of the chosen. Its not in the deleted quest kiosk either. I've posted about this before in the forum with no help. If you can please take the time to help me remedy this inconvenience. Thank you.

Since you claim to have deleted the quest on all your characters, you won’t be given it again until either: 1. Bungie fixes it to be reclaimed from abandoned quest kiosk. Or 2. You create a new character & claim (and complete) on that new character.
