Tier 3 Focused Engrams
5 hammer charges? Fine
2 per account per week? Fine
Absolutely no reason for them to drop sub 60 stats
Edit: these restrictions are reserved for end game drops. either these umbral engrams are mid tier content, and thus the weekly restrictions should be removed, or they need to be in line with similar drops and be set exclusively to within 62-66 stat range
