Last Call Campaign "Quests Inventory Full"
I am unable to play the "Last Call" mission to unlock the tangled shores on my third character. It states "quest inventory full" but I only have 21/63 total quest and bounty capacity. What is the solution to this issue?

Is the mission on any other characters? Or could you be on a step before/after it?
