Purchased Deluxe Edition But Hawkmoon Quest Not There

Do I need to purchase Forsaken and/or Shadowkeep? I can get to Tangled Shore but cant get the quest. I am being asked to purchase Forsaken and Shadowkeep also so I don't understand what I am doing wrong. Please help.

You have to do a wrathborn hunt to see the quest.

Hi there! Did you complete the seasonal quest? You have to complete the first Lure quest. You may also want to be at 1200 light level. You may need to reach the soft cap in order to access the quest.
