Fallen Captain missing for Essence of Jealousy quest

I have the Essence of Jealousy quest on two of my characters. but the fallen captain is missing in the fallen ship at Anchor of light. missing the 'Ralniks Hatchet' to complete the quest. been their 10 plus times and he's not there to kill and obtain final part.
