HELP!! Friend cannot begin the solstice of heroes armor quest! (Acquiring the helmet)

Hi, my friend recently started playing the game due to solstice or heroes gear meaning he can join our power level more quickly but is not getting a quest from Eva Levante? Please help this is super frustrating!

Hi there. What power level is your friend? I believe they need to be 800 or 860 before the quest becomes available.
