I can't speak for console but I'd say there is a hacker in at least 50% of my crucible matches. IB feels even worse but harder to tell due to team stacking and power level advantages. I report them every time but I honestly don't think bungo is doing a thing about it unless a youtuber is caught hacking live on stream or something. If you're going to make the game free. You need to crack down on the hackers who don't care about losing an account. After all, you should be focusing on the people that actually give you money. Crazy concept, I know, but give it a shot.
