Cant find my "means to an end" quest
I completed the quest previous to the current issue. Have done everything short of a character wipe. I think its something in the coding but I hope to get this resolved

It is currently a known bug. Bungie has no plans to fix this. It isn't even listed as a top priority. https://www.bungie.net/en/Help/Article/49006
