Not so fast or restricted?

You are making no sense. But from what little did it sounds like you are not allowed to play PVP. If that is the case it is a restriction not a ban. A Ban stops you playing the game and is issued for cheating. A restriction affects only pvp and is issued for internet issues. The main cause is lagging in pvp ruining match after match for other players who reported you. These reports flagged your account for investigation by Bungie staff who found reason to take action. The first time you just get a warning. The second time Bungie investigates you they issue a warning and a 2 week restriction. The third time is a warning and a 2 month restriction. The fourth time you get no warning and the restriction is permanent. Use this time to sort out your internet. As lag is the main reason for restrictions make sure you have above minimum internet speeds, low signal latency/ping, and no data loss.
