I think what could be done to make the public event smoother is have them act like capture zones.
It's been a problem when just before charge completion an enemy just lands on the tower and interrupts the charge.
My suggestion is when activated have a counter for how long a player or enemy is on a plate and if the players win the counter then it triggers a full charge, or if the enemy wins then it triggers the incomplete charge. After that it resets and repeats for the next charge build up.
