To get the quest...you need to have got far enough through the campaign to access the lectern (which I presume you have). You need to have a phantasmal core (not fragments, a core...exchange fragments for a core if you don't have one). Then the quest should be available from the lectern. ^ if you've done that and you think you should already have the quest... Check the postmaster. Also check at the lectern for abandoned quests. It can only show two at a time. Pick up any abandoned quests if there is any and relog...have a look again and see if it shows up.
