rare black armory bounty not progressing

I've done like 5 patrols and 3 pubs and this bounty is not progressing seriously 😂😂😂 my -blam!-ing god dude like come on I've been waiting for this bounty and for this quest to not be bugged and yet there is nothing but problems every single time you come out with a "patch" lmao what a joke
