we can't even get rerolls on our 2.0 solstice set, so if the one you get sucks, it's that way forever.

It doesn't have to suck because you choose which mods to use.

No, the base stats. If you want to throw grenades all day, but your armor rolls with no Discipline, you can never get another roll on that armor.
