So d2 base game is becoming free to play?

This right? If so, would I be able to download it on my pc, login with my xbox account and play pvp? I'd actually like to play pvp on pc to try it out and see how it plays.

Yes. When New Light becomes available (Oct 1) all year 1 content is free to play.
