I have 0 Ghost fragments in my inventory to start. I then completed every Spider daily bounty, multiple public events, lost sectors, and patrols on the Tangled Shore. And did not recieve a single Ghost Fragment. While doing this I had a clan and fireteam member with me who collected ghost fragments on every activity so it appears to be isolated to me? I do have Revelry gear equipped and had an active tonic, as well as a Fireteam medallion active.
