It was always this way. It never changed. It's even on the frame itself and the Forge description on the map. So it's your fault for doing the wrong Forge. And if the Gofannon Forge is harder than the Volundr Forge depends on your opinion. If you want to prevent something like that, do the Bergusia Forge. It's for all weapons.

Each weapon frame is tied to a specific forge, but you can ignore all of that, because any frame can be completed in Bergusia forge, which will also give a chance at getting the curated roll for that weapon.
