RNG is terrible, it's a fact. Some people get consistent exotics while others grind and grind with nothing to show for it. This is a problem. It creates feels of animosity and jealousy within the player base. Jealous that stems from rewards, from loot. This is a looter shooter, loot is important. We need a means to more fairly reward players time more consistently.
Xur used to server as protection from bad RNG. However people have complained for years over him also being easy street for people to acquire gear without much effort. Now, he'll be seeing an update in the future, but this is a now issue, not a future issue.
My proposal is simple. Every 18 Milestones completed, per character, is guaranteed to drop an exotic. This is roughly one guaranteed exotic every 2 weeks. Faster for some, the people with more time and toons will be able to acquire 3 guaranteed exotics every 3 weeks. Casual players will still be able to earn them, but potentially at a slower rate.
Being tied to milestones means that this is un-farmable. It can't be exploited so easily and encourages the one thing Bungie wants, players playing the game.
This is meant to augment the current way we earn rewards, not take it's place. I feel like the drop rate would be fine as is under this current system. It also would give credence to those who claim to "earn" their exotics. They finally would be able to earn them.

2 RepliesYour point about jealousy and animosity is a good one. I notice this within myself because my RNG has been TERRIBLE with Black Armory. People who I used to carry as a 600 in my clan are now higher than me and rubbing it in whereas I'm like 611 max after grinding for two days. Today was much better than yesterday but I know I hate feeling like this, haha. Honestly, I just hate when people brag about exotics (not quests 'cause that takes effort), rolls, whatever when they're being carried and I'm over here grouping up and doing the exact same things as my buddies in the same fireteam but am stuck at a LL lower than them because I can't even get engrams to drop. No reason to brag when RNG doesn't take skill or commitment. I'm a salt fest.
