So I did some testing, and...
Chaos Reach does more damage with Tractor Cannon than Nova Bomb. If you have Geomag Stabilizers and can double the duration (which still falls within the 10 second debuff of Tractor cannon) forget about it.
I'm thinking maybe that Void damage needs to bump up to 66%.

They also fixed it, and CR in line with it's tooltip. Quite nice.
