I'm having this issue now too, I have a brand new build all parts fresh out the box. CPU: Ryzen 5 2600 (Non x) GPU: EVGA Geforce GTX 1070 Ti FTW2 PSU: EVGA Supernova 850w MOBO: B450 Aorus M RAM: 8GB @ 3000Mhz XPG ADATA SSD: Inland professional 240GB HDD: Its a 500GB hard drive WD (Western digital) Crucible is perfect I get anywhere from 130-156 FPS with no stutters. Free roam on the other hand is horrible and makes PvE a bit harder to enjoy as I focus more and more on the stuttering rather than playing the game because its so noticeable. I can start any planet and be fine but the second I do a public event or even gradually after time it starts to stutter. Raiding is perfect no stutters no matter what raid I do. Tower is ok I guess I never really notice it. Only a few times have I caught it in the tower. Orbit most of the time I am fine but I do have moments where my mouse stutters on character screen or just in general sitting in orbit. And when I am choosing my loadout/gear sometimes it starts to stutter. PLEASE KEEP IN MIND THIS IS WITH MY FPS ALMOST NEVER GOING BELOW 100FPS
