There are no OP weapons. There are no OP abilities. Shotguns, while skill-less are not the problem. The Telesto, while being "The Besto" does not need to be adjusted. The upcoming "here let me put this grenade up your butt" meta is not an issue.
The "I just love to tickle giant monsters with my primary or I can just break the game with OP special and heavy" is not really the concern. Not the every boss has a stomp that sends us flying. Not the two deadliest enemies in the game "misadventure" and "the architects".
Nope. None of those things are "broken". In fact the game should be centered ON those things. They should be the primary focus of how weapons, abilities, and enemies work. Because there is nothing wrong with something being OP. OP is fun.
No. Destiny has only one real issue. And until Bungie decided to address it, this game, and any future content they make, will continuously get worse and worse, never truly reaching their full potential.
The real problem?
Gaurdian's not having the option and in most cases, the ability to use gear, abilities, or consumables, to effectively, and most importantly, CONSISTENTLY counter those things.
As a TITAN, I should be able to spec my load outs to tank ANYTHING the game throws at me. I should be able to make myself a wall, something to be broken through. With slower movement, slower recovery as the cost for THAT counter to pretty much every direct assault.
As a HUNTER, I should have unmatched speed and agility in both movement AND weapon handling, allowing me to use my arsenal much more effectively, and be harder to hit, with less armor and moderate recovery, with the ability to stalk my prey like no other.
As a WARLOCK, I should be constantly regenerating my abilities and health. Allowing me to use the Light as an extension of my being. Creating synergy between my gear and abilities. With moderate movement and resilience. Being able to constantly heal myself, use my enemies attacks to my advantage.
And as a Guardian, I should have the option, to step outside of those boxes and bolster the other attributes at the cost of my core function.
The problem with Destiny, in both PvP and PvE? Everything should have a counter. Everything should have a weakness. But simultaneously, everything should be master in it's own domain.
Everything should have a user selected counter. And the sad reality? Pretty much nothing does.

THAT is what is wrong with Destiny. That is why there is no real diversity in gear or in class. With a few gimmicks, here and there, giving us the illusion of choice.
To me, this is why the game has not, and probably never will reach it's full potential. Bungie balances with a hammer, and the game suffers for it.
I want mods and perks that make me OP. That make YOU OP. I want to have to change my play style based on who or what I am fighting, not simply load up the meta and blend in with the crowd.
This is my opinion. Nothing more.

Interesting take and wouldn't mind it being implemented, if anything to some extent. Given how D2 started and that it's still in the process of un-blam!-ing itself I don't see it happening. Knowing nerfherders they'd still cry their ass' off, and we can very well go through the same scenario for the 3rd -blam!-ing time so all in all idk.
