I came across this a couple of times on my first character, but leveling up my second character (currently level 25, finish osiris campaign) every single armor item i recieved had no perks whatsoever. Rare items and even legendary drops with nothing but basestats, for from level 10 to 25. So is my whole account or this specific character bugged? I couldnt find anything on this issue, is it kown? Edit: hope this is the appropriate place to post this, cant seem to find a direct support of any kind...
