Eh, people should be fine going in around 520. Enemies wouldn't have skulls at that point, maybe in later encounters but not right away. Plus you would also benefit from loot drops and gain light on the go. In my opinion it's no different than other raid launches, you have those who are at or above the recommended level, and those that are just high enough to get in, and then those who aren't.
