When you placed the order, did you see the emblem being added to the order list for $0 and saw it on the invoice or order confirmation? I had the same issue with a different emblem once and in my case it was caused by the fact that I used Firefox with NoScript and even though I whitelisted Bungie's domains on the Store page, there's another script that automatically adds the emblem to your order and because of NoScript it was blocked. The solution was to just contact Bungie Store's support and they will give you the code.
